A few questions on backlinks

I have a few questions on backlinks:

1. I have a some of links from non-english site that are do follow and from pretty high authority sites but they don't show up in neither Moz, Semrush or google search console. Is non-english sites priorities lower for indexing?

1. Can it really be true that backlinks need 10 week to take effect? I feel like I have seen sites go from zero to quite popular in almost no time but all research I do points towards a very long term game.
