How is it not scummy to ask for guest posts and then nofollow all the links?

I'm doing my first link building mission and I've come across a few websites that offer guest posting and I have to go and find submissions myself because they often do not even clarify if they are nofollowing the links or not.

How many people before me have submitted posts but failed to realize these shady practices?

From what I'm seeing, a lot of blogs depend on guest posts for free content. So to just nofollow the link is akin to someone getting paid for just exposure, except people aren't guest posting for the exposure it's for links.

edit: I have been researching and I'm now seeing that nofollow links can still pass some linkjuice but I'm curious what you all think about this. From what I understand Mueller has said stuff from "guest posting is dead" to "nofollow guest posts" like people are not going to keep doing it?

A lot of his advice seems counterintuitive, I'm also cautious to follow it because it's only good advice if everyone else does the same.
