Link Building Strategy for company

hey there, my team (SEO) is currently expanding our scope to do our initial offpage campaign. we tried to collect our findings regarding on how to proceed with link building. TLDR, one of our team member came up with an idea to request a link from our client. the scenario is as follow:

Our company will be in charge of a full website revamp (domain still the same), and manage their digital marketing effort for a year (including SEO).

Our company will be offering discount on SEO maintenance, reports, etc, for a, say 12 months contract, in exchange for a "review" on client's blog. Assuming the client agree with the offer, the client will write about their website undergo a heavy web revamp and proceed with digital marketing campaign. Our company will be mentioned within the article as a partner in charge with revamp and the campaign itself.

Our expected result is that client's DA and/or RA will improve or at least maintain it's decent rate throughout the process. And in time, passing on the score to our site.

Now from what i've gathered, placing a random or non proper editorial link will cause our website to get penalized by Google as if we're trying to scam our way with link building. But i was wondering, if that is the case with the above scenario?

The fact is we DID our job as an agency to help them elevate their digital presence, from A to Z. In exchange we request that the client put on a good honest word as a testimonial/review within their blog section (one article).

One more thing that i'm concerned is, the industry vertical is not related at all. Say the client core business is an enterprise level of paper company and we are on the digital side of the world. How things will be considered by Google then?
