questioning our SEO "expert´s" ways of making links and directions/hyperlinks to keywords

Hi there /seo, new to this platform. I work in digital marketing for a webshop with Google ads and Facebook Ad primarily. I write copy for SEO purposes as well, and we have a freelance website manager who deals with most backend stuff for our site, and have allegedly created a bunch of very good backlinks to our site, but i am starting to question the quality of those links. Also the way he hyperlinks to specifick keywords, i would like to hear some opinions on this. We are in the beauty and cosmetics industry.

- method 1 is as such: he uses previous clients websites who arent being used anymore (example in question, a plumbing installator) to write a short paragraph about our store and then link to our site.

Doesn't google recognise this as spam? Or what? is that a quality backlink?

- method 2: he will create a hyperlink to different singular words where the hyperlink is "keyword". Is that a quality way of using the keyword on a site?

TL:DR

Webmaster/seo master uses methods to SEO that i suspect is pretty much just scam, but i am not a SEO expert.
