Please guide me on where to place the h1 tag

My current code is this:

<h1>123</h1> <p>important line + blah blah</p> 

But can I do that?

<div>123</div> <div> <h1>important line</h1> blah blah </div> 

Also, I have only one h1 in my entire page.

And I also added the "important line" in the meta description.

And I also want to add "Web Development", "Mobile App Development", "IoT Development", and "Game Development" as h2. And convert the reset of the headings to divs.

Tell me if a user perceives something as a heading/subheading but it is not semantically (its div),is it a good or bad idea?

I'm don't know about SEO, so help me...
