Are broken links still providing SEO value to the target page?

This will be a basic question for some. I am looking into competitors backlinks and seeing that some of their highest value (Domain Authority) links are coming from old websites that don't even exist anymore. (One example is: prweb.net) Granted, I'm using the Moz Pro link tools and I know some people have other tools they prefer over that. My question is: Are third-party link monitoring tools (like Moz Pro) just plain wrong about the value of old links, and SE's value them completely differently than these third-party tools? Or do these old broken links really provide value just because of their age?
