Is Yext basically a legit PBN for citations? If so, does it pass on a lot of "link juice" with their citations that help with local SEO?

I've been doing some research about Yext and other citation listing services and noticed that there are quite a few high value directories out there that are either partnered exclusively with Yext or, possibly, owned by them.

Is joining their service and getting listed on their directories basically signing up to be in a PBN but for local SEO?

I have a colleague that has ranked a client for a high competition/volume keyword locally by just using Yext and really minor (almost zero) traditional SEO.

Before people tell me.... I understand that citations are for consistency and accuracy across the web.

My question is does Yext, specifically, provide more value through the citations on their directories?

Any experience that you guys have had with it, the good and the bad, would be appreciated.
