Question about local or broad approach

Hi, guys. First "official" reddit post. I'm not a master of SEO, but have fair to moderate ability with digital marketing relating to SEO.

I live in a very small area that is seasonal and with alot of retirees, and whatever businesses that are here are typically very small. Almost every local business either doesn't have a website at all, has a Wix site with no SEO at all, and so on. I've been #1 in local Google search results for law firm marketing for almost a year now and gotten only one email from a potential client. Also been at the top of Google locally for web design and still, very few if any emails from potential clients. So I'm wondering if I should target a larger city that's an hour away but has almost 100% more population and some larger businesses (but again, lots of retirees and very seasonal) or just pick some search terms that are very broad like "digital marketing" (similar to Neil Patel) and just focus in on that area. Obviously, I'm not Neil Patel, and am more of a generalist so would never want the emphasis strictly on SEO that his company does.

But I wanted to ask for some informed opinions on going local vs. broader, national. As it is now, there just doesn't seem to be people locally who use the internet much based on outcomes so I'm wondering if I'd be better off going for the larger city an hour away or just national. I"m in SW FL if anybody's familiar with the area.
