Registering pre-owned domains, and WMT shows they are banned. Any negative impact on the account?

Let's assume you register new domains and then, surprise surprise, WMT shows some of them are banned, such as a manual action. (happened to me in the past)

Have 2 questions:

1) Will having one (or several) such domains in the list negatively affect your account and maybe spread to your other, legit sites?

2) Does Google "look suspicious" at an account with a large number of domains (say 50...100)?

(note, I have registered several recently and looking to get more)
