Home Page made Canonical for the entire pages in the website.

Hi, i was just going through a website that the previous seo had worked on. In the two years span he did a very little seo work, with just 69 backlinks, one or two blog posting, concentrated on keywords that has less than 100 search volumes, no directory submissions, etc, etc, the list just keeps going. Leaving all that aside, i have a big confusion here. This website is a 30 page website and all the pages in the website have a canonical link referring to the main home page. I know for a little fact that this is not good SEO but can someone please explain to me how does this effect the website as a whole ? thanks
