Home Page & Other Location Pages - What should I do here?

Here are my two questions:

1- Here is my situation..! I am trying to rank the HOME page for a city, but I am also trying to rank the other pages for the other cities. Now, do you think it's a good idea to just copy the site home page style NOT the content, just the style and if I copy content, just rewrite it for that specific LOCATION, is that a good idea? The home page is already ranking on page 3-4 for their main keyword ("XX XXX XX"), so what I did it just is keep the homepage on the same TOPIC and perform a redesign, I also just added more content. I will not be changing any links structures, due to the site already having backlinks. I plan on making pages for each city, I want to copy the layout for the homepage and style, is that a good idea?

2- Also, should I have a map & address of the main location in the footer or should I leave it out and have a unique map for each location page?

The business basically serves many locations in that state....
