How do you choose where to build links, guest post, and blog comments? Off page SEO rap session

Hi fam,

I'm re-evaluating my off page SEO strategies and thought it would be a good topic to pose to the community.

How do you pick / evaluate where to do off page SEO? Are you using Moz or ahrefs to find where competitors are building backlinks? What about not just copying competitors but doing better by identifying opportunities that they missed?

Lastly what about the other components of off page, where to post and more difficultly comment social and blog, guest post, etc.
