MAJOR LOCAL CITATION ISSUE | NEED HELP PLEASE

My Client has two different business with the same owner.
i.e. Same NAP but two different websites...
Now, how would you do citations for this kind of websites???

If i create citations for both websites with same NAP then how would it hamper the SEO ranking???
