Looking to start a local white-hat ethical SEO agency

This might be a lengthy boy.

I want to start an ethical white-hat local SEO agency. I have looked in-depth into PBNs and "grey/black hat" SEO strategies, but after posting multiple times onto this subreddit about it, you guys shot my ideas pertaining to these shady practices down, so I am convinced to go white-hat all the way.

Over the past few months, I have done countless hours of research on the topic of SEO. I have never actually paid for a course, but I know once I gain a few clients, I will use that money and invest in my knowledge regarding SEO. So when I saw I've been doing research, I've watched all the possible free YouTube videos out there, and read all the blogs touching on SEO.

Through this information, I have devised an SEO blueprint that I am aiming to implement as my business' strategy for any clients website. Obviously, it may alter depending on each of my client's specific situations, but nonetheless, this is how I generally plan on executing it:

(sidenote, I'm not typing this in detail, just want to go the main idea out there)

Month 1:

Month 1 will solely be focused on On page SEO:

1) Cleaning up their website (these are just a few points, obv there are way more):

- making it look presentable for the best user experience

- quicken up page speeds

- removing any BS that may hinder SEO

- adding necessary sections that are required for SEO (about us, contact page, location)

- making it responsive

2) Research on winning keywords and look at metrics that will best suit their ideal situation

3) Adding Schema pertaining to their website

4) Registering for GMB, and local directories

5) Edit or add existing content to make it optimized for Google, such as:

- editing title tag, meta, headers

- 'peppering' keywords found in step 2 on pages that I want to have ranked for that keyword

- alt text

6) Indexation

7) Opening social accounts

Month 2:

Month 2 will focus on off-page SEO, but will be slow to not look suspicious to Google

1) Adding Content (5 blogs, on-page SEO optimized of course)

- I'll probably pay/outsource writers for this

2) 2-3 no-follow links from blogger, WordPress etc to start the 'link juice' rolling in

- web 2.0's

Month 3:

Month 3 and onwards will consist of scaling from month 2, but with one more module

1) 1-2 Guest blogs/promoted posts on bigger websites with authority

- paying/cold outreach to obtain these

- may spy on outranking competitors to find which to reach out to

Month 4 and onwards:

Scale month 3 with more and more guest blogs and posts and keep adding content

CONCLUSION:

I know for some of the more advanced SEO experts and 'elders' out there this may seem very basic. For those of you I have a few questions:

What would you change or add?

I mentioned that I may invest in courses once I get my cashflow coming in. What courses would you recommend I invest into?

What are the best methods to acquire clients? I have built a website for my agency. Would you recommend ranking that website to generate leads (using the same methods in my blueprint), or would you recommend cold outreach?
