How to optimize location-based landing pages for mobile business

Some context. I recently opened a small educational consulting and special education advocacy business that serves individuals with special needs and their families. My business does not have a physical location. Rather, it's a mobile business that meets with clients at their location. My business consists of just me for now.

Google My Business requires that I enter an address, so I entered my home address and opted not to have it displayed publicly (obviously). In My Business profile, I also listed all the nearby cities/towns that I serve.

Everything I've read about optimizing local SEO says that I should have a landing page for each location but I should avoid simply duplicating each location-based page and changing the city, map, etc... as that puts me at risk for penilizations from Google. However, most of the tips don't apply to me since again, I'm a mobile business. Tips like: directions to and from location, staff at that location, location-specific news, etc.

So my question is, how do I make each location-based landing page unique enough when really, there's not that much unique to say about each location I serve? At least from what I can tell.

I appreciate any help you'd be willing to provide.

Edit: I should also add that I don't have a client base yet so location-specific photos, testimonials, etc. aren't really an option yet.
