Are these tactics acceptable?

We've recently had a new SEO specialist start in our company. As a means of link building they are scraping content from archived websites that are no longer indexable, then repurposing and syndicating it across the web to include relevant anchor text and a backlink to our website.

I think this is really clever, and they have a good track record of getting results.

That said, I worry that tactics like these don't seem in-line with google's policies and although it may be something that works now, it could get us penalized later.

Do other people use this tactic? How does this fair with google's quality guidelines?
