Are titles with perfect search query match better?

Does Google aim for the perfect match between the query and the title?

For example,

If the search query is: "apple watch won't turn on"

which how-to title would provide a better SEO:

1. "Apple Watch won't turn on"
2. "Apple Watch won't turn on, here's the fix"

The first is the perfect match with the query, but the second is obviously more on point.
