One of my clients is a service provider in a big city, in an industry that has a huge amount of competition.
I am seeing some really strange results in GSC performance report.
I'm replacing my client's service with "locksmith London" as an example:

My initial thoughts are that this could be caused by a huge amount of ads which is very common within this industry, however, the reason I am dubious to think that is due to the average position, not many users are going to page 5 deep to look for a service, there also aren't any ads displayed there.
I know this is an average position, however, I have also tracked the keywords for the specific location and I'm receiving similar results.
The correct pages are also ranking.
So my question is, how would the impressions be so high for terms that rank on page 5+ with almost 0 clicks? What could cause this?
