Does changing rel=canonical for a page impact the juice from backlinks to that page?

I'm working with a mess of a site right now.

Long story short, there are two pages nearly identical that are creating duplicate content.

One is an archive page for the site's blog posts (/blog-posts/).

The other is a page created by the original developer and placed in the main navigation which also features all the site's blog posts (/blog/).

I can't noindex a page without ramifications. I can't remove a page without ramifications.

I am thinking of changing the canonical tag on the /blog/ page to be /blog-posts/.

Will this have an impact on the backlink juice from links pointing to /blog/?

Are there other issues that come with this that I'm not seeing?
