Any SEO tool that provides the personal identities (Social, email) of the visitors to the Admins?

This noon I visited a blog, clicking a link one of my connections shared on Linkedin.

After 20/30 minutes, the author of that blog has visited my profile on Linkedin (No reactions on the post)! The person who shared and the author of that blog are two different guys.

Is there any tool that tracks the visitors particularly and provides the identity to the website admins? For example, Identities like social accounts, email, etc.
