From an agencies perspective, how do you charge for SEO when there's no guarantee that the client's site will rank?

I assume part of the responsibility is on the client to make sure they're dealing with a quality agency.

I'm more curious from the perspective of the agency, and especially if it's a new agency. How do you claim to offer SEO results if you can't know for sure?
