How do keyword research tools work under the hood?

For example, keywordtool.io -- how's the software built?

Using the "autocomplete" feature of Google is what they say they do, but does Google offer some kind of API or something to access that data?

Do they spam Google with words from a dictionary starting from single words, to bigrams, trigrams, and jot down all the suggestions?
Anyone know how they work?
