New website redesign question

We're planning on launching a website redesign and with that, a content shift.

As a tech company, we offer a few primary services with various subservices that fall under the main service.

So it would be like:
Primary Service 1
-Subservice A
-Subservice B
-Subservice C

As of now, each of those subservices had their own page. The only issue with that is the former webmaster did a terrible job of organizing them. They are scattered all over the place, some have duplicate pages, and others have their own page that is an attempt to move up in the local SEO rankings.

Our plan is to put all of those subservices on one page under the primary service for more long-form content with headers. Those subservice pages, with the exception of one, has garnered a significant amount of views over the last few years. The primary traffic goes to those primary service pages.

My question is, would it be better to remove those pages or redirect all of those subservices to their corresponding primary service? Our boss wants us to keep those pages but since they gain maybe 20-25 views a year (as compared to 100s for the primary services), we want to remove them. What do y'all think would be best?
