Site Structure Organization

Hello everyone, I need advice on structuring a site I'm building. The company has three divisions that I've organized this way.

Residential

  • Plumbing - /residential/plumbing
  • Services - /residential/services
    • Service - /residential/services/:service

Commercial

  • Plumbing - /commercial/plumbing
  • Construction - /commercial/construction
  • Services - /commercial/services/

Medical

  • Plumbing - /medical/plumbing
  • Medical Gas - /medical/medical-gas
  • Services - /medical/services

I was thinking this organization would help with SEO but the thing is, I don't really need "/residential", "/commercial" or "/medical" pages.

Should I be redirecting those pages, leave them as 404s or should I move everything to a new scheme for instance "/residential/plumbing" becomes "/residential-plumbing" thus doing away with the implied "/residential" etc.
