NP Accel (Neil Patel) Good for SEO?

We're an eCommerce business that mostly sells in Canada and has a brick & mortar store in Toronto as well. I just got out of a business relationship with an SEO agency that a trusted business partner recommended to me. Very weird, but my experience with the agency was completely different than his. Produced no results, and I think I was basically being milked until I quit.

Anyway, I'm back to square 1, still no closer to finding an SEO agency because I don't really know how to find one. Obviously, everyone is going to say that they are great and that they are the ones you should go with.

What I like about NP Accel is that they are on month to month, and they seem to think that the keywords I want to go for are easy enough that I should be seeing quite a bit more volume of visitors from those keywords in 4-6 months. Their pricing is $60/hr, and they ask for minimum 25 hrs/month. Unless their goal is to milk me for 4-6 months and then have me quit, I'm not sure what the angle would be? Other companies will want a year commitment, so even if they are jerking me around, or writing what I feel is terrible content, etc, I won't be able to leave.

Anyway, does anyone here have experience hiring NP Accel? It's obviously not the same thing as Neil Patel's online marketing website, but it is his business. I know people here don't think too highly of him generally for his online marketing tips, but this is for hiring his SEO company.

If not, what the heck should I do? I had one lead as far as a referral from a trusted business partner that worked out horribly as I said, so really now it's on my own to figure out who to try hiring next.
