Is it always best to start with local or regional seo for a new business?

I'm a web designer, this is about my client's business. New website, new life coaching business and its all done online.

Im not doing the seo, but the client mentioned to me they were looking at running a national seo campaign, not sure where they are getting their advice from.

I thought its always better to do local first?
