Just got off the phone with google about my ads. This is for a local roofing business. Anyway, they said that I needed to change my keywords from exact match to phrase match. What has been your experience?

I'm assuming Google has to be correct, but just wanted to double check. I chose exact match to hopefully narrow things down to high interest leads. Nevertheless, have gotten very few phone calls, so I knew something was up. Anyway, thanks in advance.
