Pagespeed insights rates my speed as 82 desktop and 21 mobile. Gtmetrix gives Pagespeed score of 99 A and yslow 91 A. If I implement the changes Google requires the site looks whack for a few seconds before load. Which of those tools is more relevant?

I could probably (with some headache) up my Google score but at the cost of user experience. I see sites ranked higher (for now) with completely dire Gtmetrix scores D/E/F etc etc
