Is it good or bad to de-index too many low quality pages (for the overall visibility)?

Hey There,

so lately I've been arguing with my colleagues about, if it is good or bad to de-index too many thin content or low quality pages.

Let say for instance, we've got a new customer with 100 sites. Now 40 pages are really low quality or thin content (100 words, one image, nothing special for the customer).

Now I say, lets de-index all these 40 pages and lets add some crawl budget to the other 60. He says, that all these 40 pages are still have content on it, which means they are driving traffic to the website. So it is good for the overall visibility

What is your opinion on this?
