Should your rank your homepage for your main keyword or your brand?

For example, if the businesses main service is "Pressure Cleaning" should we be trying to rank the home page for "Pressure Cleaning + City"
Or Should we target the brand name for the home page and create an inner page targeting "Pressure Cleaning + City"
