Can SEO be developed after going live?

As a web designer and developer I often put those items first. SEO is someone another layer that gets worked on once the client has a website.

Is is a problem to build a site like this or is that detrimental to SEO as sometimes google can be slow at re-indexing pages.

Sometimes I don’t have all the data to build better SEO so I end up redefining titles and content.
