Old domain to New domain - Link juice transfer

I had an old site that was ranking really high in 2015 and then I gave up on it after it lost rankings. The site still have several link

I want to setup a new domain and I'd like to transfer any link juice that may be on the old domain to this new domain

What is the best safest way to do this? I heard 301 redirect is pointless
