Does Google discriminate against niche service providers?

Today I did a little test. I typed in "lawyer+random american city".

The results were interesting.

Aside from the lawyer directories, often the lawyer firm that would score highest in the Google SERPS would be the lawyer firm who claims to offer the widest range of services. Lawyer firms who specialised in a niche did'nt seem to appear too frequently at all.

So, does Google discriminate against niche service providers?
