I don't understand keywords and wonder if I'm getting hosed

Hello Reddit,

Asking for some (sincere) help here. I hired an SEO company in India 2 months ago. I have them working with my web developer to mark up my website. The first month, I received text with all of the"code" and keywords for my web guy to copy/paste in the website.

The second month, they're simply saying I got these keywords indexed but I did not get anything from them to pass on to my developer. It it even possible for them to index these keywords without directly "coding" them on my website? It doesnt free right to me but I wanted to ask before I confront them.
