Content Suggestions on Building a New Website in a New Niche Area

I had a question about building out a new website that would be in a newish niche. For example, let's say I was starting a new website about medical marijuana in Dallas, TX.

Medical marijuana, Tesla ownership, whatever. The topic isn't as important to this question as it's more about a broad topic, where there might be a lot of broad competition, but not a lot of localized competition.

But let's stick with the example of medical marijuana because it is a broad and difficult to rank for topic, but given the lack of legalization for medical marijuana in Texas, there's little competition targeting issues specific to Dallas.

The idea would be to get out in front of a trend early so I have a site that has been around for a few years before everyone starts jumping in.

My initial instinct was to write some localized pillar articles (Dallas Medical Marijuana Laws, etc) about the topic and then start covering news (mostly rewriting state-wide or local articles - probably staying clear of national news). I was thinking, constantly feeding the Google monster with new content would be helpful.

But that just seems like a lot of work to create a lot of thin content. It seems fairly difficult to constantly write articles over 300 words when many of the news articles you're rewriting are barely 300 words long to begin with.

Plus, I'm presuming that most of my "news" articles are not going to rank well against CNN or The New York Times or any other major news source if they also write about the same news item.

But considering Google's E-A-T emphasis, am I better off writing 10 or 20 or 50, 3000-word articles on topics like Dallas Medical Marijuana Laws, Options of Medical Marijuana Patients in Dallas, etc and then put 100% of my focus on backlinks?

Or is it a combination of the two?

What if it was about Tesla ownership in Dallas? Would you write some long-form content about charging stations in Dallas, the local Tesla dealer, etc AND write about Tesla news in general or would you focus on just writing the long-form articles?

Ultimately, when the trend starts to gain some traction, I'm hoping to have a very authoritative local site that I can monetize via sending affiliate traffic to the businesses that spring up around the topic.
