SEO Over-optimization - advice please

Hi everyone,

Recently, myself and a friend have been designing a website for a local business that we're setting up.

We've almost completed the design of the site, and have a big list of keywords to filter through.

We have a generic rough idea of the next steps that we need to take, but we're stumped when it comes to keyword quantity to optimize each service page for our business (so to give you an example of what I mean, say you've got a web development website - your services are website creation, SEO, Social media, graphic design etc. all as seperate service pages).

I know it's possible to over-optimize by putting keywords into content 100+ times, but we can't work out how many times we should be using a keyword to rank for it.

To give you an overview, most of our service pages consist of between 300-400 words of original copy. First off, am I right in thinking we should be using 5 keywords per page maximum?

Second, to rank for these, how often should each keyword be used?

We've spent dozens of hours trying to work this out, researching it, but just can't find a simple answer, the answers we seem to find are all qualitative and disconnected (it'd be nice if we could just know that if we use a keyword 4 times, it'll rank and it won't over optimize your page).

Finally, I know there's also other factors such as meta data, image file names, descriptions, alt text which you should use keywords, but again, we want to avoid over optimization - so what's the deal with this when it comes to keyword usage?

Any advice on this would be seriously appreciated!!!!
