Utilizing sub-pages with keywords

Hi guys

We're promoting a certain part of our business - catering - and want to rank high in order to get organic traffic to our site.

Currently, we have a single page on our site (it's also in the main navigation) that actually ranks us pretty high, considering we didn't put alot of effort into this. It's around 300 words, and we mention a short-tail keyword around 10 times both in paragraphs and headers.

This is what we want to do - but does it make sense?:

  • Create 5-15 subpages to address specific, related keywords ("catering in X", "catering for weddings", etc.)
  • Include links to these pages in our footer (the footer is page-wide)
  • Cross-link the pages we create

Will this improve the domains overall position for "catering"? Is this a viable strategy?

We are certain that we can produce informative and relevant content, so we're not affraid of getting our hands dirty - we just don't want to waste our time.

We're affraid that including links in the footer might be either irrelevant in the eyes of Google, or considered black-hat/spammy or even confusing to the customers.
