Do links lose value depending on the placement? Especially links in upper body content and lower body content.

Do links on the top part of the content pass more value than in the lower part of the content?

I read a comment somewhere: " This is no doubt very evident as we have all noticed Wikipedia has used this content link strategy for many years and they have never dropped from the SERPS. In the context of link placement, Google has always prioritized links that appear on the very top of the page, similar links that come next will be devalued and wouldn’t be of any importance. So that’s right spiders crawl from top to bottom, in any instance that a link appears twice or multiple times in a page wouldn’t have any value except for the first link that the spider crawls. "
