Do search "(city) (service)" or "(service) (city)" the most?

I looked at ahrefs, semrush and moz and all show conflicting results.

I do web design, and I'm constantly wondering if I'm better off using "web design chicago" or "chicago web design". And yes, there is a difference - search rankings are different depending on which you use. You can be page 1 for one of those terms, and page 3 for the other depending on which you prioritize in your title and headings.

I wish there were a study done on this because how relevant it is to most fields when ranking. Maybe one has 1/4 of the search traffic as the other and I would never know.

Some cities semrush shows "web design (city)" having 1000 searches, while "(city) web design" having 0 searches. And then other cities show the opposite. Obviously I can't trust the data.

When I'm searching for a service online I think I tend to put the city first. What about you?
