Why are my PDFs outranking the article landing page(s)?!

So you always hear PDFs are bad for SEO but I'm having a strange situation where in some cases the PDF version of our article is outranking the page?

Some background - I work for a large wholesale insurance company. We put out quite a bit of article content and it does well organically. On every article page we also feature a downloadable PDF version of the article. We are still pretty old school and apparently people like to share these PDFs? Don't ask.

Anyway, I recently setup a custom Google Data Studio report to pull in Search Console queries and landing pages. Not always, but I'm seeing several cases where the PDF is ranking for #1 or 2 organically and not the actual landing page?! The PDF by the way is the exact same copy as the article. I have checked the html page to ensure it has relevant page title/metas and is able to be indexed, etc?

Any clue why this would happen? Thanks!
