Advice for ranking new site and demoting old one for a specific topic

I work for a firm that maintains a government website, call it Site A, that is primarily about Topic A. It has excellent ranking and has been around for many years. On this site we have a page about Topic B, which has been around a while and is one of the top viewed pages on the site. We recently launched a new website, Site B, that is all about Topic B. The problem is when people search for Topic B that one page on Site A still shows up at the top, followed by several news outlets talking about Topic B. Site B is still low in the rankings. It has been up for only a month but Topic B is getting a lot of local media attention. I added a link to Site B on the page on Site A but that isn’t doing enough. Do you recommend deleting the page on Site A? Setting up a redirect on just that page? Just waiting it out? “Topic B” is about to become very important to our city and we want people to find all the information from us, not the media. Also I cannot delete Site A or 301 redirect it to Site B because Topic A still has relevance.
