How do SEOs overcome tons of messages from other companies offering SEO and telling that you've done all wrong?

Hey SEOs,

I am doing SEO and other digital marketing lead generation stuff for a couple of companies. It always comes to a certain point (possibly when the website starts to go up at the most frequent search terms) when the company's main submission form on the website starts to get messages like the below:

I have been checking your website quite often. It has seen that the main keywords are still not in top 10 rank. You know things of working; I mean the procedure of working has changed a lot.

Of course, all the listed above has been done years ago. Does anyone get forced by management to contact these guys and seriously looking at their "proposals" when they even don't know the exact keyword list and project status? Please share your experiences.
