Any AdSense Experts?

I tried posting this to /r/AdSense but it was removed as soon as I submitted it. If I'm missing an obvious violation I apologize.

My web property has a CTR in Adsense of 3.1%, bounce rate hovers around ~60%, and average time on site is 2.5 minutes.

My understanding is that even though these metrics will vary by industry/topic, they are relatively solid. What I was wondering about was the CPC. It is much lower than what various tools report for the keywords that drive most of the traffic. Of course I expect it to be lower than the estimated bid price, even somewhat significantly - but ~80% seems excessive.

I was under the impression that the AdSense bidding algorithms adjust to the quality of the publisher, and that better metrics = more favorable bids. Did I misunderstand this part? Is it reasonable to hope for an increase over time in CPC based on good/changing metrics?

I'm not agonizing over it, I'm quite happy with the progress so far and I'm focused on publishing quality content. However, it would be nice to have something to look forward to :)
