Need some SEO quick wins for a B2B site.

A bit of background on our company - we are a B2B business that works in the software / financial services sector. Most of our clients are banking / insurance firms and it's quite a competitive sector.

Through SEMRush we undertake regular site audits to keep the site healthy, and use Screaming Frog and Search Console to research relevant keywords. I've been through all our metadata, meta titles and H1 tags to make sure they are relevant for the keywords we are targeting.

Despite this, our SEO keeps plummeting for almost all of our keywords. Visibility rose to 25% through SEMRush in mid-February then dipped to 7% despite no changes being made.

Search Console tells me no penalties are being issued and I'm now at a loss as to what to do. I'm aware content and link building are likely the problems, can anyone give me a definitive list of things that will help even in the short-term?
