Theory vs Technical Fixes

I have been doing content SEO and blogging for clients for a while now and while I understand SEO theory pretty well, I would like be more hands on with the fixes on our clients website, without always relying on the developers (who do not care or know about SEO practices).

How do i achieve this?

For example I know about the following on duplicate content, but i dont know how to actually do a 301 redirect (unless there is a ready made plugin) or add in rel=canonical in our code.

The same happens with robot.txt and meta directives, HTTP status codes, hreflang tag attributes, Schema.org Markup, as long as it involves changing stuff in the backend of the website I feel helpless.

Any advice on how i could implement all these changes myself without relying on the developers and waiting for weeks to get a reply?
