I am currently coding a website from scratch (in Python's Flask) for my company that generates a price quotation. Nevertheless, the product description and generation of the price quote is highly dependent on the country in which the user resides. Due to this and other reasons, I have to rely on the IP address. Although not perfect, but close enough I hope.
Anyways, the challenge is the SEO of this website. Let's assume I have 3 languages [French, German & Russian]. The website's language is in French when in France, Russian if in Russia, etc. and the default (if nothing matches) is German. I know, I know - it is far from perfect and there are countries with multiple official languages, etc. but this is something I will worry about in the future.
Now, in the HEAD section of the website if the lang always correct (in Germany = 'DE', France = 'FR', etc.) and I pass Google's lighthouse report with flying colours.
1) Is there something that could impede or even worsen the SEO of that website? I know that e.g. Google's crawler has an IP that is in the US, meaning that the crawler will "see" the website in German (because German is the default language if the visitor is not in Russia nor FrancE). Will this affect the performance in the search in the other countries (France & Russia)?
2) Should I include HREFLANG tags? Funnily enough, the different languages are not passed as variables in the URL. Meaning, the website is always example.com in all the different languages and not example.com/fr or example.com/ru, etc. Should I include them like this?

3) Any other recommendations on SEOing this bad boy for different countries?
4) I have created a landing page that is not affected by the IP address and the user is happy to switch to what ever language we can offer him, but in the moment he clicks on "generate quote" his IP address will be fetched and the website's language changes. Does this landing page help me or is it wasted time and efforts?
