Is there a particular reason why some guest bloggers don't offer dofollow links?

I can't really seem to understand it.

Most tech/SEO/digital marketing related blogs are affiliate marketers in some way, or make money directly through their blog. They are not an agency, or marketing company that sells SEO/PPC/social media marketing or anything such, yet some I've been in touch with refuse to include dofollow backlinks.

I understand that you don't want to give free 'SEO' to everyone, especially if they are a competitor, but when these two kinds of businesses benefit each other rather than overlap, it just seems weird. I'm giving them solid content that I've put thought into (didn't pull it out of my ass), and I'm not allowed to link in a self-serving way at any point, not even in my bio.

I get that they also may have giant mailing lists, as well as huge social media followings which is great for exposure, but if you're going to do that for me anyway, what's the issue with a dofollow backlink?

I also get that most content is recycled garbage and come off as advertising, but when you're not allowed to provide any information on yourself that passes link juice it kind of doesn't make sense to me.
