I have an ecommerce site and recently made a change to the page title to get on page one for a 100000 search volume word. Recently that ranking has started to slip. The page repeats the keyword 104 times in product listings but mainly internal links at the bottom of the page. My question is keyword stuffing like this still penalized by Google? It's overkill, but wasn't done intentionally to get a higher ranking. Simply, developers not knowing it was a bad thing.
