Is it bad practice/not beneficial to make a new page for each city/suburb with some duplicate content?

So for local services that offer let's say power washing to several cities/suburbs, how would you go about ranking for "Powerwashing Venice Beach", "Powerwashing Anaheim" etc; I see most businesses do this and rank really well. My question is, is this a bad strategy to have a new page for each suburb?

Continuing this example, I have a main "Powerwashing Los Angeles" page however if I make more suburb specific pages, it will have to be duplicate content as the description of the services (the content of the page) can't really change from suburb to suburb.

I understand it would be good to add a blurb about the suburb in the top and sprinkle the suburb throughout the content a bit more to stand out for that keyword, but is there something else needing to be done? Or is this a bad strategy to have some much duplicated content?
