So i've been doing some backlinks research on few business locally and stumbled upon this business that's ranking on the 1st page of Google. Majority of their backlinks are stuff that looks like these:

http://denversellusedcar53833.blog5. [net] /19606389/details-fiction-and-denver-sell-used-car
Are these PBNs? If so, are these allowed? If not, how come they are highly ranked?
